Help with this photo and pixalation.

Hello I found this photo and I wanted to see if someone could help fine tune it the car seems out of focus and so does the rear to the point that tag is hard to read if anyone could help it would be greatly appreciated.

I don't think it's out of focus, it's just low quality with jpeg artefacting and the plate is also at quite an acute angle, which doesn't help. I've run it though noise reduction and sharpening.

Additional to my own noise reduction and sharpening I did some color correction and retouching.

What is it you want exactly, sharpen the picture or identify the tag?
