Help with this effect!

Could someone tell me how to get this effect? Is it something they do in photoshop or is it the photography? and what exactly are these type of photos called? old gothic? a step by step tutorial would be amazing if its possible

what effect?
its just a photo taken by a pro
the word effect gets thrown around to much making it sound easy.
you cant just get told how to take a good photo you have to have some talent.
