Help with photo, probably really simple

Can anyone help me make this photo landscape and not portrait? Probably really simple, tried searching the forums and playing with photoshop, but need photo asap. It would involve rotating the two boxes on the photo. I have Photoshop Elements 11.

Not exactly. If you do this as described you will clip your graphics. First, cut both of your images and put them on separate layers. Layer/New Layer via Cut. Then resize your black background. Turn off the layers you made to avoid confusion. Fill the spaces left when you cut the two graphics out with black and the paint bucket tool. Turn on the layers and place the graphics where you want after you rotate them. (Hover your cursor over the edges and watch for the rotate handles to show up and rotate via the handles)

When I try to create a new layer, the new layer via cut option isn't lit up. Not sure why that is, even when I unlock the background, it doesn't give me that option???
 
I'm not familiar with Elements, but try this. Use your rectangular Marquis tool to make a box around one of the plaques in your image, then hit command/control + J. This should/will copy that to a new layer. Do this for the other Plaque. You can then rotate the original (remove or delete the Plaques) or create a new canvas (the way you want it) and then use the Move Tool to drag the individual Plaque layers to the new canvas.

you dont have to create a new layer by clicking 'Create a New Layer' mate. Just unclock the background layer, select rectangular marquee tool -> select the area -> right click -> click Layer Via Cut..

If you still not getting the option, please post a screenshot of your screen
