Help with Fill and Selection

I am going bonkers. I opened a file that was sent to me, and I want to try to change parts of it. Only when I try to, the below happens with I fill or delete. It either ignores my selection entirely, or....it fills with a halo around it. It is driving me bonkers! If anyone can help I would appreciate it. Thanks.

Check the tool options on the top menu bar. Looks like you have your selection tool set to feather.

Duh......thank you very much, that is exactly what the problem was. I guess I had been up way too long to figure this out.
