Help with an effect I'm trying to get...

I took this picture (of myself) and basically I want to create a effect that looks like things are swirling around me kinda spacy like. Think 'Matrix' and then imagine blue blob streaky things that circle me.

How could I do something like this? Do I need to work in a 3D program?

Here is the original picture (low res) after I have removed the background and applied a layer of black.

I think the same principle applies; you can just use blue blob streaks instead of photos.

Yes but more level and not slanted.

What did you do to create those kind of rings? Can you explain it to me?
