help shading this map

To show our customers where we serve I would like to highlight everything below this black line... I have done some basic highlighting but it just doesnt looks professional. Can anyone please help me just shade everything below this black line and make it look professional?

Good idea but that service area text should be flat and transparent IMO

Kind of like Toms.........

I separated the upper and lower half of the map and then reduced the opacity of the upper half to 75% to reveal the blue layer. Then added a text layer and reduced it's opacity.
