Filters Help please

i created an image years ago in Apophysis, and edited it with Photoshop. the edited file includes the word "filtered", but for the life of me, i don't know how i got the end result (on right) from the original (on left).

Any guesses? i have some new apophysis flames i would like to put the effect on.

I thought about Oil Paint, too, but just like you, i could not duplicate the result. When i did this originally, i was doing a lot of photo-stitching panoramas together for HDR, so i checked some of those settings, also, to no avail.

I had never heard of the fractalius filter. the image is actually that of a fractal i fiddled with for several days to get just so before letting the computer render it; fractalizing a fractal seems pretty wild. might have to try it sometime.
 
i was able to achieve this image after looking through all of my old software, finding ADP Tools RepaintMyImage, and using the "redraw" function:adpcrop.png

so i think i might be on the right track here.
