Help, pictures always too large

Hi All,
I've been working with Photoshop for years, maybe I should say struggling? Currently I use CS2. I started when Photoshop came on floppy disks. Not too swift though or I would have a handle on this problem.
I'm a photo hobbiest and enjoy using Photoshop as a follow through with my pictures. no duh. Currently I'm making sport collages. After I create the frame size I want I start dragging photos I always need to resize them with the transform tool. My current frame size is 24 X 36 but no matter what size it is I invaribly need to resize. This I find to be a tremendous waste of time. I know there must be a way to bring them in actual size, but I am at a loss as to that technique.
I'm sure this is the place to help me come to a resolution I'm sure is a basic photshop issue.
