Help on figuring out how to do this effect?

Been googling all morning on how to do this effect. Can't seem to find any tutorials or even a good cartoon tutorial to help me pick up from there.

Anyone know how to do this? I would like to make this effect on my own photos.

From what I could see... it looks like a vector drawing.... Photoshop doesn't do vectors per se BUT it can emulate what vector progs like Corel do.

So is there perhaps a filter on how to make this in illustrator or anything?

Or are you telling me someone did this freehand in illustrator? Because I thought I've been looking at the original photo in google images all along.

Like I said, it's from what I see... unless there's a bigger image . Even if I blow it up, it looks vector.

But yes it can be done in Illustrator, not necessarily freehand - but by using vector lines and shapes and gradient colors. PS, in the hands of a good user and with a tablet, can create realistic looking images.
