Help ! I want to resize a picture using photoshop....

Hello !

I am wanting to know how one can increase the size of a picture without losing it's luster. I am wanting to increase the size so that I can trace it with the pin tool. Also increase it so I can us it in illustrator as well.

If you are going to use it in illustrator, I don't understand why you can't get it to the point where you need to be

True ! But what I want to do is encrease it so that I can use it in Photoshop. I want to trace the picture using the pen tool, this using Photoshop. To me I think the bigger the image, the easier it is to trace it. Right?
 
How small is the original image to start off with, and at what quality - could you load and show us please?
 
you can increase or decrease the size of any image or shape by using transform (in the edit menu) and shortcut is control+t or command +t on key board , this will create a transform selection out of the selected layer , now you can stretch it inside or outside.
if you want the image not to loos its ratio ,so stretch it from the corner side with shift key. for set it press enter key.

you can trace the picture in photoshop or better to trace it in Illustrator.. Don't stretch small photo using transform just to make it bigger, which can result in poor quality output..
