I used the Line Tool.may i know how did you add the diagonal lines in ?

Here is the layers that I used to create the ring.

When you are done with all of these layers, select them all, duplicate them (Cmd/Cntrl + J), then merge them.
Turn off the original layers and group them. This way they are saved.

i did what you mention but the glowing effect still getting the problem which i mention on top.

The glowing effect is made using a layer style.

Double click the merged ring layer once you have it in place.
Add a color overlay in the color you would like.
