Help for install Ps CC 2018

i didint know where i must post this but i have problem with install Photoshop cc 2018 v19.1.5.61161.x64 when i trying to install give me this error but i download again creative cloud as u see in pictures

i follow what they say in troubleshoot i do a lot thing but not a clue
some1 told maybe its cuz system dont have Microsoft visual c++ 2017 but i download that too nothing changed still have error

i installed easily after effect 2018 without error or something but this...

I tried to reinstall Windows 7
I installed everything again and installed Photoshop and then After Effect restarted and ready to work.
