help for coloring image

Hi, welcome to PSG.
I expect that your image is either a drawing with watercolor (for the face) and/or other painting modes (for the hair), or it's a desaturated photograph with the colors painted, probably on layers above and possibly with different blending modes. I think there is a good chance that the hair is added on, rather than selected and colored. But it could just be spot painted and the ends extended to cross over the face. That could be done most easily with a tablet. There may be a plugin that would select and color the hair. I just am not familiar with one. Just some guesswork.
