[Help]Fill/adjustment Question

Is it possible to apply fill/adjustment(color balance,curves etc..) to only one layer ?
If yes, How ?
Ive been battling with this for hours -.-

This button here is what you want. It will clip the adjustment layer to the layer directly below it:

First of all, thanks a lot! For the welcome and the solution.

But I'm still having trouble, If I use a black brush on a white background the brush turns red if i add red in color balance, If i do the same but with a black bg it remains black :(
 
Need more details, your post isn't very clear. What does the brush turns red mean? Are you painting on the layer mask? What kind of adjustment layer are you using? A screenshot of the layers palette would help.
 
Unfortunately I'm not home so i can give a screenshot but I'll try to explain :
The first layer is a black background
I create another layer on which i paint a brush in black color(tried different colors)
Then i add an adjustment of color balance and add a 100 to red,the brush stays black or whatever color i used.
Now if i try doing the same thing with a white background the color adjustment red adds perfectly.

There is no difference in how the adjustment will affect the black brush color regardless of the background color. But if the background color is also black it will affect it too in the same way. That's why you need to "clip it" to the layer you wish to change, as was already suggested. See the screenshots below, the adjustment layer is clipped to the layer below it.
