Help Fading Images

Hi
I need some help fading one image into another. The background is a portrait and the foreground is a piece of scenery. I use a mask layer with a linear gradient on the foreground but it makes the background look opaque.

Set up in CS4; layers
Scenery + mask layer with linear gradient
Portrait (background layer)

Any suggestions?
 
It's a tough call without seeing the images. Blend Tool comes to mind, Gradient Tool. Can you show us the pictures?

Correct me if I'm wrong, but is this an example of what you're trying to do. Please keep in mind that I just pulled in 2 completely random images when I did it. If so let me know and I will be glad to help you with it further.
