Help Creating Effect

I am having trouble recreating this effect.

I can create the lines but they do not warp with the image in the back and the lines really contrast with the image under. Any recommendations would be amazing!

Sorry for late answer but I think you can try the following method I used some time ago:

Change the image mode to Grayscale: Image->Mode->Grayscale. Create a snapshot of the document in the History panel.

Now start recording new action:

1. Rotate image: Image->Image rotation->90 CW
2. Apply Filter->Distort->Shear... Make some wavy curve with Wrap Around option checked in the filter dialog
3. Rotate image back: Image->Image rotation->90 CCW
4. Convert image to Bitmap mode: Image->Mode->Bitmap... In the first dialog set/leave resolution to original and use Halftone Screen... In the second dialog set Frequency to something around 5-6, Angle to 0, Shape to Line
5. Convert image back to Grayscale mode: Image->Mode->Grayscale with Size Ratio 1
6. Again Rotate image: Image->Image rotation->90 CW
7. Flip image Horizontally: Image->Image rotation->Flip Canvas Horizontal
8. Apply the same distortion as in the step #2: Go to Actions panel flyout menu and choose Insert Menu Item... Go to Filter menu and choose last filter(the first item under the menu)
9. Flip the image back Horizontally: Image->Image rotation->Flip Canvas Horizontal
10. Rotate image back: Image->Image rotation->90 CCW
Stop recording.

If you're not happy with result just go back to the snapshot you've saved at the beginning, set dialog on icon for step #4 in the Actions panel and try other Frequency values for Bitmap conversion.

You can also toggle dialog on icon for the first use of Shear filter in the step #2 in the Actions panel and play around with the curve in the filter dialog...

If you want your distortion at some angle just apply Image->Image rotation->Arbitrary... and rotate your image to some angle just before the first step, then play the action and rotate the image back applying Image->Image rotation->Arbitrary... with the same angle but another direction.
