Help creating a shape a certain size

Hello... I just cant figure out how to do this... please help me. Ok so I am following this tutorial to learn how to design a website here:

If you scroll down to the Step A4: Creating the wireframe I am told to create a soft rectangular shape of 980X150. I am using the 960 grid system and I have a resolution of 72 pixels and 1020X2200 document size. I have no idea how to specify that this shape is 980X150. I did however see the dropdown box above that allows me to specify a fixed sixe by W and H and I set it to 980X150 pixels but the box is WAY smaller than it should be. I noticed that if I zzom way in a small box has 10 pixels in it and there are 10 small boxes per large box... so 100 pixels per large box. Even if I count it count like that it doesnt come out right. Either I am over complicating this or I am doing this way wrong.. or maybe even both. Can someone set me on the right path cause I am getting REALLY frustrated.
 
Here's a screenshot of what the tute is asking... it's just the document in the size specifeid and the selection for the 980x150 rectangle filled with white...

Is this what's showing in your monitor?

If you followed everything corectly in the tute, I'm sure you would have come up with this.

Post a screenshot of your image document up to this point in the tute so we can better see and deduce what went wrong......
 
I would also suggest checking your settings when doing - Step A3: (Re)Sizing the document....

You could have mistakenly resized the image rather than the document canvass....

Hey, Thanks for the replies! Well turns out I have been doing it right all along! I've been going crazy and all along its been photoshop glitching! At least I guess thats what it is... I did the same thing I've been trying for hours and all of a sudden I had the correct shape dimensions. So frustrating but at least its working now... Thanks again!
 
I see you are a beginner in photoshop, glad that you finally did it, anyway, stick with Photoshop and test different colors, sizes, watch tutorials, read eBooks to enhance your knowledge in Photoshop :)
