Help, Can anyone tell me how to do this???

Hi, im new to the forum and was wondering if anyone could lead me through how to create this effect, thats if its possible to do in photoshop.

The image is one I scanned, how can i make the text go inside the numbers without going over the holes in the middle of the '0' and the '8'. I have tried many times before by creating a path of the numbers and writing inside, i attached an image of my attempt at doing it to help explain.
Any ideas are welcome because im stumped

try splitting the 0 and 8 into two halves (or at least where they split apart) and treat each part as a different shape. Then you dont have any holes

Use the 08 to make a Layer mask on the small type layer, voila!
