Hello I need some help

Hey guys, I hope someone can help me. I am trying to help a guy create a logo, I am not real good with PS but I am trying. He gave me an old logo that he just wanted updated. Here is my problem, I cannot seem to make a circle with the stroke different sizes. I am attaching a picture to show what I am talking about.

Not knowing what you are trying to achieve....

but I can suggest using the circular selection tool to create your circle.... then create a selection inside the circle making sure you have the right widths were you want them before you hit delete to expose the arc you need.

I've never made a circle like that but I believe using the pen tool and stroking it using simulated pressure on ends will do it for for you
 
do a half circle them duplicate it, flip it over and join them as one , at the thinest points.........if you know what I mean
 
Many ways to skin a cat. Use the pen tool then stroke with a brush set to fade in Shape Dynamics. Duplicate and join (like iDad said).
 
just use the elliptical marquee tool draw your circle holding down shift key so it constrains proportion then right click inside the circle and select create working path. select your brush tool apply the required size and select the right colour. in your layers panel choose the paths tab and you will see your working path right click that and select stroke, with the stroke option up make sure you select brush and check the simulate pressure once the stroke is applied delete your work path
 
OK, 1 more way.
Like Hoogle said create a circle with the Ellipse tool, but then right click in the center and rasterize the layer.
Use the elliptical marquee tool and start making a selection pressing the spacebar periodically to move the selection to where you want it.
By pressing and releasing the space bar you can shape and locate the selection where you want it.

When you're happy with the selection press delete.
