halo rings distortion on graphics

I keep seeing these "rings" on color backgrounds on TV or in print. It looks like a "halo" effect or circular, concentric rings but only on solid graphic backgrounds.

An AD said there is a name for this but I forgot-- anyone here know it?
 
Go to Google images and search for the term, "lens flare". See if the examples given look like what you're asking about.

OK, here are two more possibilities. Look up, "Moiré pattern" and "Newton's rings". If it's neither of those, I'll need an example.

Newtons rings......Memories of working retail camera stores...Used to get the "newbies" to go inventory the newton rings, we even had a proper form....Some reason they could never get a proper count.............
 
I would of fallen for it, our manager Bob had a great sly sense of humor and could pull it off with a straight face. The lucky candidate would be told what to do and given a clipboard with the form, sent off and Bob would go out of the store for lunch.......I had a buddy who worked there before me and got stung...I had tears running down my face as he told me about his luck. BUT I was wise and a wise A** so I asked if they were Metric or American.....
 
+1, Mike. I love this sort of thing. Your story reminds me of all the Navy practical jokes that involve sending the new guy to the storeroom for:

2 tail hooks and one sky hook
(to the engine room) for some more turns
a tube of relative bearing grease
a Loran bearing
training in cutting the umbilical cords for the missiles
spark plugs for the diesel
a spirit level (when in rough seas)

and, of course, the old standards:

a bucket of prop wash
50 feet of flight line
a bucket of red and white striped paint
a long weight

Where have they been all my life? !?!?! They put JC Whitney to shame! I'm finally able to get a new flux cap for my Dusenberg and complete my VW - to - Sherman tank historic conversion!
