Halftone effect, reproducing old dirtbike graphics with reference pics

I sent some motorcycle parts out to a sign shop to have a few graphics reproduced and they didn't touch a thing in over 5 months. So I figured if I could at least get the artwork done I could have them printed easily.

I'm not a noob to PS, but I'm no expert. I looked online for different options on making this halftone gradient (or whatever you want to call it) but they never come out right. The original graphic looks like a white halftone blending into a green halftone. So you get both green and white dots. Everything I've tried I wind up with one color as a background and a halftone on top of it. So instead of a dot fade for one color it the empty space that the other color didn't fill.

Also, would this be better off produced in Illustrator? I really don't know how to use that program. Although I was able to trace the basic shape of the graphic, still can't get the right gradient effect though.
