How do I make it so I can get half color on one side of the background and another color on the other side of the background?

Hello GC and welcome.
If you have the original PSD, in Ps, go to your BG layer and use the Rectangular Marquis Tool to, create a selection and fill with the color you desire. Repeat for the other side (you should use a new layer).
If you don't have the original PSD, open this image in Ps and use one of the selection tools to remove the background. Then, on a new layer, follow the steps above.
