Grid is off square on opening image

I scanned an Arch D sized sheet on a machine at Kinkos. When I view the file as a preview in Windows Explorer the image is correct. If I open it in Phostoshop the image is scaled in one direction. The grid also shows with this same scaling. Where is the switch to bring it back to being correct? See attached screen snipit.
