Specific Graphic Changes

Hello,
I need theses changes done on the first image: "eliminating five of the stars and reducing in size the remaining five stars and repositioning them behind the back of the eagle (to retain the C-5 Galaxy symbolism), while at same time reducing in size the lightning bolts held in the eagle’s talons."

Something like the second image but keep the full color design.
