Specific Granular b/w 100 year newsprint photo

This request feels virtually impossible to undertake. Attached is a jpg from an old street directory. It is a very rare picture for my local history investigations. I am hoping for a sharpening of the image and losing the matted background. I think this my biggest ask to the gurus and understand if not possible. I will keep my fingers crossed - thank you all - Roger
