glowing difficulty

My difficult clients come in waves. Have been working with two designers on this one and this client has changed his mind numerous times. I believe we finally have what he wants for the actual design, although it's the wrong color and I am not able to get the correct color to come through.

An infinity symbol shaped tube, with a meteor like liquid shooting through it. Symbol/tube should have a blue border or be blue and the liquid/meteor needs to be hot pink.

changing the background of the tube to pink gives me a good glowing effect like what he wants "radio-active", yet on a blue background with pink glowing effects, it comes out baby pink.

So, how do I make it hot pink liquid and get the glowing effect?
 
I think you might need to go into a little more detail saying how you achieved the effects you are referring to. I don't know what processes you have used so it's hard to say what you're doing wrong. There are many different ways to achieve the outcome you desire, although depending on what method you've used so far, some processes will be better than others.

Edit:
Also I'm assuming you have all of your elements in different layers. You could just change the blending option on the particular layer and add an outer glow.
