Find a picture with vertical lines, apply it to the picture and use a blending mode that suits the desired effect.

Here's an attempt using this picture with the landscape.
Result
Took approx. 1 minute.
I used overlay but you can really try everything and see what looks best.
obviously my lines are a lot bigger than yours but since the linear image is repeatable you can make it smaller and repeat the stuff to fit the exact size.
Of course the picture you posted also played with blur and the color curves. These are the basics. The rest is to be figured out by yourself.
