Lizardtech has now a LE version of Genuine Fractals for the home-user. Limits are the file size(10/64MB), and only RGB, no CMYK, LAB or Greyscale.
Seems that it is "the" plugin for making image-sizes bigger without too much jaggies etc because they use a fractal/chaos algorithm to calculate the necessary pixels.
And the price is very tempting indeed: nearly 50USDollars. (mac and pc)
