i am looking for Optiscript EF-Bold i have found it on a few sites but they want me to download a whole font pack for like 20 bucks. all i want is this font any ideas where to find it?
 
$20 is a bargain for a whole font family. Optiscript EF was just created in 2002 and copyrighted by Elsner+Flake design studios. The only way you are going to get a legit copy is pay for it.

As an alternate, you might Google 'comic cartoon fonts' and find some font on one of the free sites which will be an adequate replacement.
