Specific fix water damaged scan

I have a number of scanned paper cuttings from our running club, however they have somehow got water damaged. unfortunately my photoshop skills are not that good to fix.

However if anyone can detail what they did Id love to fix all the others I have myself.

Hi Adrian
Retouching a lot of damaged images like your provided Sample would be extremely difficult and time-consuming.
Let's assume you could settle for Black+White images. This would be a lot easier to do. Just follow the 3 Steps.

1. Step. From colored image to Black+ White image.
2. Step: Apply Curves to add contrast.
3. Step: Retouching and result.

I hope this could be a start for you.
But maybe there will be other people here to help you too.

Thanks my feeling was that black and white might be the only option. Its such a shame I can't seem to track down who has the originals and this seems to be only damaged set and once's we don't have copy off.
