Ok, so this is my first of many post, I hope to learn and help!

I have a picture and I want to darken the edges, Like a feathered, dark. How do you do that? I have tried everything. CS3

Select your area feather>inverse>exposure
is one way but each Image dfferent
On itouch sorry short answer
 
Ahhh...Thanks.

Ive seen a friend do this....I know it was simple. Heres My problem. The only thing I can "Select" the area is a rectangle tool...I know Ive seen him use a Circle, or tool that allows it to be Circle Oblong....Ive searched, and cant find it...Hmmm...what am I Missing?

The eliptical marque tool is under the rectangle tool. Left click the tool and hold to reveal the others.
 
You can also right-click on any tool to show other tools available. for example, right clicking the rectangular selection (marquee) tool will bring up several other selection tools. See attached pic.
