This is a house boat I lived on in Philly for a few months...

Any recommendations are very welcome, I'm trying to get the boat to not appear so grainy? I will admit I have absolutely no clue what I'm doing, haha... Thanks!
 
On your second image.... lower saturation and raise lightness via Hue and Saturation then adjust the Vibrance.

You can also throw in a bit of brightness and contrast to it....

Hint, hint , hint...
 
I agree with dv8. The image is way oversaturated, unless you want a fantasy setting. That kind of adjustment increases the graininess; part of the package with underexposed night time shots.

To soften what graininess may still bother you, select the areas you want to treat, then go to filter>blur>gaussian blur. Just a little should do. If you want to be careful and be able to edit that blur, make your photo a smart object. Or if you don't have smart objects, make a new layer out of your selection (ctl/cmd + J) and blur that.
