Is it possible to do a perspective or distort/skew effect on just a motion trail or drop shadow without effecting the primary letters?
 
Depends on how you made the drop shadow. If you used a Layer Style, then no. If you made the drop shadow from the text and it's on it's own layer, then yes.
 
So I can make a drop shadow or motion trail on its own layer? Doesn't it have to have lettering to come off of...?
 
Well, A drop shadow would need the lettering but I'm not sure on the motion trail..........I would need to see what your referring to as a motion trail.

Creating the drop shadow from existing lettering is easy, add a new layer below the lettering.
Command/Control + Click the text layers thumbnail to make a selection.
Highlight the new layer and fill the selection with black.
You can then add a Gaussian blur.
Use the Move Tool to position the shadow.

Now you can highlight the shadow layer and transform (com/cntrl + T) it anyway you like.
