Filter issues

I am trying to apply a brush strokes filter to an image I created in CS3. My problem is that option is unavailable. It is grayed out, along with artistic, pixilate, sketch and texture. Please help, thanks.

Image Format?

What is the image format and what fliter are you trying to use ?
Are you in Quick Mask Mode(Q)?

I don't think i am in that mode. Brush strokes filter. And I'm not sure what image format I am in. Sorry about the lack of information.
