I'm not sure what you want to do with the pixelated blue image, but to make something decent looking, you'll need to recreate it.
Use the shape tool for paths. Choose the ellipse shape at the top, set a center with guidelines and use the from center option and circle option on the shape tool. Once you have those, you can ctl/cmd click the path to make a selection and stroke it, using the edit menu.
For the text, make a path with the pen tool or try using the warp text tool on arch. Make your text in parts, apply the warp, then use the transform to rotate it into place.
As for the logo part, I'm not sure where you need help . . .
