Entry image with a loop after

Hello everyone,

I'm very green to photoshop (using 2019 v21.0.3) And I'm attempting to make GIFs for use in an online RPG tabletop gaming platform. Essentially what I want to create is a looping video but with a non-looping entry. is there a way to do that?

written out, it would look something like this:

0Frames-30Frames	30F-60F	Infinite Loop After
Static Image	Animation Plays	Animation plays

is that possible in PS?
