what's the best way to reduce an image's size and still keep it crisp?

If resorted to creating images ten times the target size and then reducing them later on to the target size, as i can control the FX much MUCH easier.

but the only issue is when i reduce their size, they don't look as good? i know it is possible somehow to keep the quality, but i'm not sure how.

Trying to reduce an image of 6000x1200 to a tenth of it's size for a Signature.

Image inbound.

when you resize the image at the bottom of the image resize window is a drop down menu there is an option (bicubic I think) that states best for image reduction and crispness or something like that.
