Editing a JPEG Image With Text

I'm a newbie to PS who is trying to edit a JPEG image and add text to create a web logo. I have attached the JPEG image. NOTE: I am using PS 7.0! When trying to do so, I successfully imported the image to the Canvas. I think I need to use the Horizontal Text tool, but when I tried to click on it on the Left Pane, nothing happened when I tried to enter text in the box in the Layer Box (I was guessing this was the procedure from some basic tutorials I read.) Please give me some directions. Thanks!

After you select the text tool, click on the picture where you want the type to start.

After you click on the text tool check the settings on the Text tool bar.
Make sure you choose a color that's not the same as the background.
Check your font and font size.

Then do what hawkeye said.
