If i wanted to edit a video by taking out text, I can do a frame by frame edit but is there a way to make the same edit go for the whole video with just one edit on the first frame (and have it be active through the whole video)

As a general rule no, not with Ps. As long as there is motion in the frames (behind the text), it will require frame by frame attention.
