duplicating backgrounds?

If there is a background I like in a pic is there an easy way to get that background out of the pic and insert it on to my blank canvas?

Cause I see some kick ass backgrounds but they have pictures on top of them

If not is there a way to take like a corner of the background drag it over to my canvas and have it expand to the size of my canvas without it being distorted>?
 
simply put....no. however, if the background is on a website, you usually can 'save background as'. But that, of course, depends on how the website was done. ( a wysiwyg program or html ) \:/
