Looks hand-drawn to me. I'd post an example but...
me + drawing != good

My suggestion would be to start playing with drawing using a hard edged brush. Use several layers and let them build on each other.

This is the principle:

1/ create something that hangs from a horizontal line
2/ take care that the left and right extremities are identical (like seamless tile)
3/ apply Filter>Polar Coordinates rectangular to polar.
