Does anyone know how to achieve this effect?

It only looks like a bunch of lines with a dot placed on the end,other than being repetitive and maybe duplicating a bunch of those, I know no other way, but there may be an action you could record to make it quicker.
 
Not that I know of, but I suppose there could be. Good luck, others will be along with ideas I'm sure
 
Not all images are done with Photoshop. This could have been originally done on a CAD program or even a 3d program.

Not saying it can't be replicated in Photoshop but this will require patience and a steady hand to connect the points exactly.
 
I can be done with Photoshop, but as iDad and DV8 stated, it would be just a matter of time and patience. Sometimes I find that in the time I searched for a quicker and easier way, I could have finished the project.

I created the dot pattern first (I used the Ellipse Tool but a brush would work), on a new layer below the dots, I used the Line Tool with a line weight of .05cm to make the lines. After the first line, press the shift key to add the new line, release the shift key and position the new line on the layer, otherwise it will create a new layer for the line.

But, there may be an easier way to accomplish this in Ps that I don't know about.
I did try a few different methods that really did not work as well as just placing the lines, albeit tediously, one by one.
