create your background layer in your desired colour then create a new layer
with the eliptical marquee tool draw a circle and fill it in with a slightly lighter version of your background layer.
right click the layer and select blending options and navigate to bevel and embos and contour and adjust settings to your liking
here are the settings for my image but obviously you will want more subtle effects
then adjust the layer blending mode and opacity for the finishing touches
