Do anyone know how he did this? I've wondered for several years without answers

Just really want to know. I guess they were normal photo and then converted into drawing. But how? Is it just hand drawing or some software can do it on the fly?

Some filters of some kind. I don't think Topaz could do exactly that but maybe close with one of them. May be a combination of handwork with brushes and filters. I think I could come close with Topaz and the mixer brush.
