Specific Digitally altered pic.

A few years ago someone altered a photo of one of our dogs to produce this digital image. I have no idea what software she used and in the hope it may have been Photoshop, I have found myself here. If anyone is able to help digitally alter the other photo you would make me a very happy chap so I could have it printed onto canvas.
