Digital Painting on PS

I am new to digital painting, and would like to get to know it better. Right now, I want to mimic the style of the attached image. My question is: how do I archive this look? (i.e. what brushes do I use, what tools? Blur? Smudge? etc.) So basically, I'm hoping that someone will be kind enough to give pretty good details to help me.
