I don't know if "descreening" is standard photo processing jargon or if it is just used by scanner manufacturers. Most scanned images of magazines or comic books will show the little printing dots and descreening will blur those dots but preserve the sharpness of the image. In other words it reduces the halftone moiré patterns.
