Custom Filter Creation?

Aside from Filter Forge, are there any other solutions to create our own filters in PS? I mean create a filter from scratch to use from the filter pulldown list.

Learning C++ programming language, or having a good idea and a smart friend.

No quick fixes I'm aware of though.
