Curvy lines

How do you make curved lines like this?

Things like these I usually create in Corel Draw. But in PS The pen tool can be used to createthe main and second image curve.... You could do the other arcs by creating an ellipse and its selection marquee used to delete parts of the ellipse. All the elements are on its own layer in different opacity settings.....

Is corel draw and publisher the same thing?

No - they're not. Corel Draw is a Corel program and Publisher is a Microsoft "...thing".
Corel Draw can in many features be compared with Adobe Illustrator, but cheaper.
