CS6 GIF File size issue

For the past month I have been having a strange issue with CS6 saving GIF animations.
I'm trying to reduce an animation's file size for easier use. The problem I'm having is that whenever I reduce the image size, rather than reducing the file size that not only does the "Save for Web Use" dialogue box no longer properly estimate the file size, but the final file size is still larger than the original file. *See images below for a more clear explanation of this* I have never had this problem in the past, and am unaware of any changes I could have made to my computer that may cause this to suddenly start happening. It's only with GIF files and no others.

The browser preview also shows a discrepancy and the upsizing of the original file size.

A fairly thorough Google search hasn't turned up anything concerning similar issues. I reset the Preferences file in the hopes that I had accidentally changed setting(s) without realizing it, and even completely uninstalled and reinstalled CS6 (twice). I've tried to see if there was some bug adding pixels, hidden or otherwise, to the file but as far as I can tell this is not the case. All of this resulted in no resolution of the issue., and I am unable to think of any other issues that could be causing this to attempt to fix. Any guidance or suggestions would be most appreciated.


 
Also, if it helps.... something I just figured out. This issue only occurs when I'm editing a .gif file. If open up a .gif file and try to edit it this happens but if I go in File> Import> video frames to layers and make the .gif from scratch it does what it's supposed to.
 
I've noticed this myself even with earlier versions of CS or Image Ready of the PS line but never addressed this. I'd simply redo the animation... lol . OR copy the gif timeline layers into a new document and resave the gif. This would be the same as what you mentioned - Import frames to layers . Clears up the file size discrepancy problem.

I'd love to know why PS does that

I'd love to know why it does this too. Although I am glad to know I'm not the only one this has happened to.
 
Although at the risk of sounding like an idiot...

what would be the best way to copy the gif frames into a new document. Because the way I'm doing it I'm still having the same file discrepancy problem. And for the life of me I can't figure out how to import the frames to layers.
 
Create a new document the same size of gif. Link the layered frames. Drag into new document.

This is one reason I have PS7 and Image Ready installed as well - less headaches for gif handling. I'm on CS4 and it needs the latest quicktime (7.1 or newer) to import avi to frames . I'm not certain how it goes with CS6.

In Menu>FILE>IMPORT>VIDEO FRAMES TO LAYERS
in popup .... Select From Beginning to End in Range To Import . make sure Make frame Animation is selected.

Well, I just tried that and it's still jumping up to a ridiculous file size. Nothing I do is working.

I can import video frames to layers just fine (except for one video it says there's no video available but there is, I dunno I think Photoshop hates me).

I guess I'm just stuck redoing the gifs from scratch, and I can't edit a gif anyone gives me. Seriously limits the amount of sarcasm I can convey.
